I would want this, but not with the parasites. That’s just an excuse to explain away bad behavior and Picard (and Sisko) were well aware of the evils of men and their ability to root out the evil that exist in everyone.

What Picard and the rest of the TNG crew went through during the war is relatively unknown
I think it would br more interesting to see a Picard who never sacrificed his ideals and was marginalized and shunned by Starfleet. Picard can still be the heroic figure and still have issues and disillusionment that maybe the Starfleet he believed in might not exist.
The new series should be a total bait and switch: yeah, it’s the further adventures of Jean-Luc Picard... the further adventures of Jean-Luc Picard retired and spending all his time in a holodeck roleplaying a noir detective.
Don’t forget the part of “last Jedi-ing” a character where he gets to single-handedly rescue all the good guys, save the galaxy, and inspire generations of young people to revere him and carry on after he’s gone.

There is nothing a “deconstruction” of Picard could do that hasn’t actually already been done by the show or the movies. Hell, there was nothing in the movies that hadn’t already been done by the show.
