I'd call it appropriate where the officers take what discretion they can to ensure the woman's safety. I'd rather they considered the issue in every way, especially if their rules fail to clearly instruct, or don't instruct appropriately for the present day.

I've done semi-aimless driving trips in the US from Canada of up to four weeks, with parts of the itinerary known, others unknowable until I get "there." I've never had problems crossing.

Overstaying a visa makes one inadmissible to Canada, but a visit to the consulate (cheaper than airfare) would have allowed her to prevent this whole situation.

What's appalling for me is that this woman, knowing she'd overstayed her previous visa, didn't bother to visit the Canadian consulate or even check the website. It took me less than a minute to find.
