Part of the problem is whether people would recognize what was going as sexual assault/rape. It's not as obvious as some stranger in a dark alley. Do you think it could be related to immigrant populations? Purely anecdotal, but my parents absolutely refuse to tip, or tip low. Tipping is weird here, and if you're not used to the culture, it can be hard to figure out when to do it and how much to give.

I also grew up in the Bay Area, and still live here. Def remember when tipping was double tax (so 16-17%), but now definitely see a lot more 20% tipping.
