It's totally possible this is only in the full game, but the way it works is you talk to the adventurer (save point guy), go into the save menu, and choose "Update data" or something like that.
StreetPass isn't mandatory at all. You can just connect to the internet once a day and get some villagers and "friends" you can summon (which you don't need anyway). I maxed out the village easily and in a totally appropriate tempo that went very well with my general progression.
