Is it that far fetched to believe someone changed their own timing belt? I changed the timing belt and water pump and accessory belts myself on my 1995 Miata, and I’m far from being a mechanic.

Then you have a choice you have to make. I personally will make other sacrifices in order to not have an HOA tell me what I can or cannot do with my property.
