He’s not just cheap, he’s lazy and incompetent!  But also, I think he’s deeply in debt, and even a shitty network’s employees would expect to be paid.  

Someone else with an ego as large as his would go ahead and start his own shitty network, but I also see him as a cheapass (which is generous,...he just doesn’t like paying people), so it makes sense that he might not want to spend money when Twitter’s free.
