He is clinging on to the fact that Shinji Mikami said "recreate" (not reboot, mind you) in an interview about Re4.

But a reboot means restarting. Batmans Begins, The Amazing Spider-man, & Casino Royale all started from the beginning with origin stories (Casino Royale, less so but it still follows Bond as an early 00 Agent.) Re4 did not. Its follows Leon after the events of Resident Evil 2. It kept going with established continuity…

and here we go!

He recreated the gameplay with Re4. He did not reboot the franchise. Re-creating gameplay mechanics does not mean the entire franchise has been rebooted. It evolved from its previous iteration.

He said re-create, not reboot. Even if he did say reboot he would be using the term incorrectly.

I get what your saying but I don't think you can call RE4 a reboot. It was more of an evolution.
