It’s very much money related, and if I’m being honest as a Spurs fan, for Spurs to challenge at the level you suggest they need their new stadium. The only team that they have not been ahead of in recent years is Arsenal (which Spurs fans are reminded of every year by the Gooners celebrations of St. Totteringham). Spurs have finished above every other club at one point or another.

I honestly am not sure, that would be pretty remarkable though, I almost feel like the Chelsea situation was pretty remarkable so they made a change to the rules. However when you support Spurs nothing seems all that shocking anymore, I’m even afraid to eat lasangna now.
