No, public health advice isn’t given so that you can say “I told you so” when people inevitably don’t follow it. Public health is about introducing advice and measures to actually attempt to improve health outcomes. Granted, I’ve always been a bit confused as to how you actually do that in the American system.

You misunderstand. A two packet limit on one medication is reasonable, although still enough to OD on in the case of paracetamol. Not allowing me to buy a single packet of a completely different, non-interacting medication at the same time is nonsense.
