You are right. Being rigorous with security rules and regs is a huge pain in the ass because people are flawed and forget their badges or forget to call down to let security know of all visitors. I saw a hugely expensive show($500+per ticket) at casino once because I walked in the staff entrance and walked like the backhalls like was going somewhere. In fact, I got lost and had to ask how to get to the venue and was just given directions.
