You are right. Being rigorous with security rules and regs is a huge pain in the ass because people are flawed and forget their badges or forget to call down to let security know of all visitors. So in order to make their and everybody else’s life easier they create unofficial shortcuts...like people not stopping

I saw a hugely expensive show($500+per ticket) at casino once because I walked in the staff entrance and walked like the backhalls like was going somewhere. In fact, I got lost and had to ask how to get to the venue and was just given directions.
