The situation you described has happened 4 times since 1933: 1947 (Truman), 1955 (Eisenhower), 1995 (Clinton), and 2010 (Obama). It seems to me that “almost certainly” is doing a lot of work here given you’ve presented a historical precedent with a sample size of 4.
