I’m guessing that Raphael is trying to say that auto/truck owners should pay enough in taxes to make up for all driving related costs that the state/cities bear, which is substantial. And that he feels that they are currently not paying enough.

Teslas at least are always phoning home, so a system could be set up so that the DMV could ping the manufacturer for the mileage for a particular VIN from x date to y and do the calculation. I’m pretty sure that you have to register your car every year in most states.

EVs don’t pay the tax that’s on gas and diesel fuels. For states that have yearly emissions/safety inspections, you can easily get the current mileage, subtract the previous mileage, and calculate a tax per mile fee to add to your registration fees.
