The airline manufacturer installs the seats to the buyer’s spec. If you don’t like how the seats are placed, blame the airlines. And why do the airlines make the seat pitch so small? Because people buy tickets based on what’s cheapest. So blame the flying public.

I haven’t seen an airline seat that could recline anywhere approaching double-digit degrees in a long time. Assuming 2.5 foot tall seat back, the top of the seat would have to move over 6 inches to get 15° of movement.
It’s 6 inches taller than the average adult male in the US, so it’s quite a bit taller, even if not “freakishly” tall. Airlines design economy seating to the average, so being that much taller means that paying for an upgrade or being miserable are the only two options.
