As was noted well, here, until the 60’s and 70’s, most city police departments didn’t do traffic enforcement. Then some genius accountant has a bright idea to “save money” by rolling that function into the police.

You can “rent” the ac manifold and vacuum from most auto parts stores. The recycler is not available from what I can tell. You could just take your vehicle to one of those quickie-lube places that does ac work and just have them suck it out before you start working.
