I like your idea of adding weight as a criteria for adjusting the rate.  I have a comment pending approval about scaling it by efficiency/emissions, but I like weight too.  Maybe a combo of all 3.

I am on-board with this. Since the “gas tax” is meant to help maintain the road infrastructure, all vehicles should contribute to it. Current EV’s also tend to be quite heavy so they are absolutely imparting wear onto the roads they use.

Seriously, that rev hang.  That was the only thing I disliked about my 2017 Si Coupe.  Aftermarket tunes can eliminate it, but would love for it not exist at all.

I believe the engine droning is 100% due to the CVT.  I’ve heard that same complaint from others with the CVT.  However in my stick-shift Civic the same 1.5L Turbo sounds pretty good.

You are forgetting one important piece:  By spreading infections over a longer period of time, hopefully we do not overwhelm the medical systems ability to provide treatment those worst affected, ultimately lowering the amount of death.  That is the key reason for slowing the spread.
