This just wreaks of them figuring out the cost to distribute an update digitally vs. creating another disc to add to the collection and the figures obviously came out in favor of distributing digitally. It's not a QA issue. This is obviously an issue with storage. The cost of producing another disc to support the extra content vs. the cost of digitally distributing the data to all customers obviously favored the latter and the customers and some of their ISP caps be damned.
