Granted San Francisco may be an outlier, but generally speaking money is not the main reason people are homeless.  We need much better mental health services and substance abuse programs for people who can’t afford them.  

The best way to deal with homelessness is to build affordable housing, provide educational and social services, and make it possible for all citizens to earn a living wage in an area.
