It used to be different, which is why this is a bit of a surprise. I got a few PS Vita games that eventually became PS4 games way back on PS+, that was always a nice surprise.

The other issue is contractual obligations written by FOM for yearly release of a game. To do what you suggest would mean that some contract people far away from the coal face need to understand how games are made, which would be a challenge.
It’s always going to be the problem. A procedural generated track is not going to have the character of a hand crafted track. You will lose out on scenic moments or iconic sections (like in Sweet Lamb going by the industrial facility or all the military base bits in Panzerplatte).
