Are you implying the tips are a mandatory fee? In that case, letting someone know they owe more than originally agreed to(prices in the menu) after the meal is a scam at it’s finest.
Social contract is mutual - it’s a contract after all. When waiters are stiffed by their employer and I am the one to pay for it, that’s not a contract. It’s a scam that works nicely by listing prices and then explaining how poor waiters are not making enough money and how they can ruin your meal if you don’t tip.
