That’s under the old EPA mpg standards.  Modern Moroneys reflect an updated standard that’s more realistic and also much lower.  Most of the 30 something mpg cars of today would be 40 something mpg under the old standard.

Since efficiency is just a relationship between an output and an input, if we call our output miles traveled and input fuel in gallons, then it’s okay to use the term “fuel efficient,” here, without considering how much power the engine is capable of making.

GM 3800s had no issue running 32 mpg on the hwy. Had quite a few, 28-32 mpg was the norm.

Actually if he sticks to doing a steady 50-55mph, he probably can get that kind of mileage.
