The difference is records vs. actual tapping. This was obviously developed outside of the US, and therefore was probably designed with government paid healthcare in mind, and even if expensive, it seems like it would prevent other conditions, lowering the healthcare costs of the patient over their lifespan no matter who is paying the bill.
