The difference is records vs. actual tapping. A warrant can get you phone records, to actually tap into their network and use it for listening....... that comes at a cost, and if the carriers say they are not making a profit on it (BS IMHO) then it's simply the cost of doing business, I mean law enforceemnt.

personal phone = dumb, work phone = smart. I carry two for tax purposes. If I didn't carry a dumb one I would get taxed. Also work won't pay for txt messages or switch over the number I've been using for years...... so for calling my friends and texting, dumb phone works perfectly. For everything data, smart phone.

This was obviously developed outside of the US, and therefore was probably designed with government paid healthcare in mind, and even if expensive, it seems like it would prevent other conditions, lowering the healthcare costs of the patient over their lifespan no matter who is paying the bill.
