It is implied that you are responsible for that part of the server's wages. Which is why tips are taxed.

How about: If the service is shitty, ask for a manager and register a complaint. I don't get to pay the car repair place less because they are abrupt with me, and I don't get to pay the metro less because there are delays. The only place that people seem to think it's okay to stiff people is food prep and service.

In Europe, servers are paid a living wage. Here, tipping is seen as paying for the service. It's expected, and it's a real dick move to not do so.

American servers are paid a base wage of less than three dollars an hour. While it's not mandatory to tip, it's a real dick move to fail to do so.
