My toddler is 20 months old. She has the dexterity to pick up objects like pebbles, and she's capable of removing her diaper. I think she can probably remove her pants, but I've not seen her do that, yet.
My 20 month old is quite dextrous and can remove her diaper. I've yet to find anything inside of her. I'll admit is probably possible... but not likely.
