Many years ago, I filed incorrectly so I owed a tiny bit of back taxes (less than 5K). The IRS swooped in and just took that right out of my account - The money was taken, and then days later I got a letter from the IRS about it. The amount of input needed at the handlebars is miniscule compared to how hard he has to move around to change direction. You can’t counteract someone pushing left or right at highway speeds with only your body. Even a child can push the handlebars hard enough that you couldn’t compensate.
