Didn’t they recast Rhodey? And didn’t they have one of the police officers from Avengers show up as a different character in Agent Carter?
Not to mention, Mark Ruffalo replacing Edward Norton, Fandral and Howard Stark being recast!

Long movie. Cuts needed to be made. Whedon kept in the big stars, and made the big cuts of the unknown actor.
