I think they've been living in people's garages waiting for gas to drop. Every time there's a gas price dip you'll see a blip increase of these things driving around. It's always brief b/c they go away quickly, probably laughed off the road.
They've been pretty much banished from Los Angeles, they're just deeply, terribly uncool. I bet a lot of them are still parked in sleepy, underwater suburbs, though.
