To be fair, on a SMALL number of cars you can actually make it far, FAR better. I'm thinking in particular about the R56 Cooper S, where you can change the hood scoop from non-functional to functional and add a short ram intake to take advantage of it. Still no idea why MINI didn't do this from the factory...

Honestly depending on how much you remove and what you do exactly, it won't have a gigantic negative effect unless it's cars designed to get high fuel mileage (volts, Prius, Eco-whatevers)... You'll get a little more drag, but nothing crazy.
Agreed, I would be much more OK with the change if they hadn't used fake vent material and just filled that section in with the same plastic painted to match the body.
