It specified bicycles AND velocipedes, so they’re categorized as two different things. Basically you can’t ride a pedal vehicle regardless of which axle you power it with. It’s also illegal to drive in there when your tires are less than 3" wide, which makes disallowing bicycles sort of redundant anyway
