Looking at Google Maps (this is westbound 42nd St at 10th Ave, according to the linked HuffPo article), there is no indication that there are 2 right-turn lanes.

The linked article indicates they were traveling westbound on 42nd Street at 10th Avenue in New York. A Google Maps search shows there are three lanes of westbound traffic. Morgan was making a right hand turn from the rightmost lane. Madulid was making a right turn from the next lane, where no traffic indicators on
