Nah that's actually what I would expect. I get 22mpg on the freeway easy in my 2003 CVPI with a 3.27 rear end, the more aggressive police-spec shifting patterns, what I suspect is a bad MAF and on shitty gas (car pings pretty bad when hot, not running right for sure).
