The overwhelming percentage of foreign automakers that make cars in the US make them in the south. It is a much more employer friendly environment due to the lack of unions and more prevalent right to work laws. 

But investing in workers means brown people might get that money, and the power structure in America will just not stand for that.

Henry Ford was smart enough to recognize this way back when he implemented the $5/day wage. His business grew if his workers could afford to buy the products they were building (and the massive turnover problems largely were solved at the same time).

Detroit has elected themselves some pretty crappy mayors, but I’d say the governor is far more important, especially since one of Detroit’s major issues is the people have fled to the suburbs (while still relying on the city for amenities). Ideally in that case, the state should be pouring money back into the city.
