You can be the “best” and be in a tie. In the case of these safety tests, the cars are competing against the test and not against each other. They can all beat the test as the ‘safest’ car.

If you look simply at the ratings, the Tesla is the safest car out there, in its class and tied with some other cars. They still are technically the ‘safest’ cars.

When I go in for an ‘oil change’, they also rotate my tires. I could rotate my tires myself, but having marked them and then inspected the marks afterwards, my dealership is actually remounting them each time... something that would definitely be impossible for me to do at home.

It was mostly a space issue. It rains 200 days a year here and getting enough under cover space for anerobic processing was too difficult. Plus, aerobic is easier to sterilize by a lazy / incompetent fool like me.
