Based on what the article said it sounds like the leaky pipes did have this kind of equipment but that it failed. Not exactly reassuring.

Identification based on RFID chips isn’t going to happen. Who wants to be tagged like their dog? Besides, if they want to ID people that easily they might as well just fingerprint everybody give hospitals access to the database. Same function as a chip.
