A consumption tax, like a national sales tax, would tax citizens and aliens alike, so borders wouldn't play a factor.

If you have a welfare system, you need borders. Or you need to change how the welfare system is funded. Maybe get rid of income taxes and move to a national consumption tax.

The hotels/casinos want you to gamble. But when you go there for work, you need wifi.

It's actually a really nice hotel. And they give you free bottle water and free wifi - which doesn't seem like a big deal, except no other hotel in Las Vegas does that.
