In fairness, a bunch of this is about spectacle, and unless you're going to have superfights tearing up national parks and monuments, which gets depressing pretty quickly, rural areas just don't have the sort of visual power of a big urban area full of skyscrapers and bridges.

Kurt Busiek's Astro City had a lot of fun with the idea of a rural superhero, right down to "everyone knows everyone" being part of why he was successful as a hero.
