He means with the certainty that tax rate on corporations and the wealthy actually will be zero by law instead of being effectively zero after all the tax loop holes. They are finally so close to that goal that they just need to hold on to Congress for two more years.

I have this conversation with multiple family members that are a cop and a teacher all the time. Their response is always that they don’t benefit from socialism because they earned their money — so they aren’t a drain on tax payers. 

No one on the right ever complains about how the tax cuts, military and police are socialist programs.

There is a whole progressive caucus in the House and it has more than a few members.
