That is a legal status to be recognized as a collegiate sport. Which is still pending. There only issue was that they needed to get a unified organized agreed upon scoring system. For years there has been a few major ones, but they have been unifying.

It is judged and scored, like gymnastics would be. Not sure what your definition of inherent scoring mechanism is.

Standing on the sidelines cheering on the football or basketball teams is not sport. That was all cheerleading used to be, but it has since evolved in the form of competitive cheerleading which many schools and 1000's of private gyms participate in every year.
