I was confused at first as well but according to the linked story Amazon has a select list of sellers who are able to list items as “Prime” eligible even when stored at third party warehouses. My guess is that this is limited to pre-screened sellers who have the capabilities to meet the Prime requirements.

I thought Prime was mostly reserved for items either sold by Amazon, or “fulfilled by” Amazon’s warehouses if sold by someone else. It sounds like this applies to items sold by and shipped by a third party, which would actually be an expansion of Prime, not a contraction.
