As someone who works in nonprofit finance - no. The 5% rule is for family foundations. If they set up a 501(c)3 or a trust with a specific designee (Bobbit, in this case), 80-90% of the funds would need to go directly to him. 

THEY didn’t raise the money. They sat back while a campaign went viral. The people who donated and shared the story were the ones who raised the money, and they did so because of Bobbit’s original selfless act.
