It's a made up world. Continuity isn't as important. It's less of an alternate reality and more of a simulation so they can just say whatever they want.

I think they mean "Why would Aida, who is in complete control of designing and creating this world, include Captain America or any of the Avengers in it?". Like…there's no reason to because it's a fake world, not necessarily an alternate reality.
