Maybe during the early teens when copper theft was a big problem. In recent years though you see charging stations all over the place, and as far as I know there is no ongoing copper theft with any of these DC charger stations.

The government really needs to ease up on the pointless regulating. They are doing this on a dry lake bed. Who are they hurting?  As far as harmless fun goes, this is about as harmless as it gets.
