But these overhead powerlines are already there.  If they were going to steal copper- they could just as well steal from the powerlines that are already there. Why would the addition of EV chargers suddenly cause them to want to steal copper?

Maybe during the early teens when copper theft was a big problem. In recent years though you see charging stations all over the place, and as far as I know there is no ongoing copper theft with any of these DC charger stations.
