Honest question from a curious idiot: How many cars do teams build for a season, given the likelihood of crashes? And how often are crashed cars repaired and put back into service? Can they even do that, given how carbon fiber tends to crack and splinter?

This. The car is not the expensive part. It’s the testing equipment, consumables, and the time for the experts to analyze the results that’s the real cost.

This is a similar case to a lot of government regulation. Essentially the regulatory body just blindly trusts industry to do their own testing and guarantee that their product will meet such and such standards. Until they do something REALLY bad then they come down and give you additional oversight.
