Few things bring more commuting satisfaction than outpacing cars on a bike.

Dropping the speed limit really won’t impact much. It’s not like it matters how quickly one arrives at the next red light.  You’re still gonna get there, and you’re still gonna wait for the light to turn green.

Precisely. Higher pay will practically mandate higher standards across the board. The local governments that would have to approve *and fund* pay raises will be far less tolerant of continuing tomfuckery (and the resulting legal settlement costs) after they ask the people who elected them for money to pay the cops…
