I think you might just be too engrossed in what a movie(in this case 3D movie) should be and not what it COULD be. They chose the frame-rate for stylistic reasons. And if you watch the movie, you’ll see it’s completely jam packed with stylistic choices and experimentation that a lot of movies don’t do. And it works.
