Could that be what happened? I had a San Andreas disk pre Hot Coffee, and my main problem with that mission was the plane running out of fuel just on my way to finish it. I am still traumatized by all the times I was just a millisecond away from complete ot before the fuel ran out.

It took me 2 years to finish San Andreas. That's not a typo. There was a mission, the damn RC plane, that took me forever to clear.
