I work for the city, in an agency where they are really concerned about corruption - because people did take payoffs in the past - so they send us a monthly email about all the people who got disciplined for things like that.
Except none of that is true (except for the part about the 47 states)

I was just pointing out the fact that, in at least one large jurisdiction (New York City) municipal sanitation workers could be, and are, disciplined for taking tips from the public
I’m pretty sure the IRS would consider that a tip
