Rape is a serious code violation. When you matriculate at a college you agree to abide by their code of conduct wherein a possible sanction for sexual assault is dismissal. And that's a directive from the White House.

If a student has murdered someone they have broken the code of conduct and would be judicially dismissed. The police can't go in and be like hey—dismiss this student—only the college can do so. Only the college can issue no contact orders. The school also controls on campus housing and scheduling.
