Problem is that some carriers get their own fork of the code, from say Samsung - and then are in control of the updates.
Simple way around this is to buy the phone unlocked (i.e. stock ROM) - or flash it to a non-carrier version and henceforth receive the updates whenever Samsung (or whoever makes your phone)
