I think this is more a recognition that their vehicles are overpriced.

I owned both the Gen1 and Gen2 of the CTS and got to drive on the track both V versions. The Gen 1 CTS standard was ok it felt confident on the road but nothing really stood out about it. The Gen 2 felt so much more planted and felt kind of eager to take turns, the interior was great and the styling was just better. I

FWIW, the $5k spent on my first car 20 years ago is only about $7500 today as per an inflation calculator, but based on the hours of work required to save that much up at minimum wage then vs. today gets me buying power of about $11,500. I think the Canadian market is a little more sane (only a little) than the US

For only $1,200, I bought an 11 year old Saab 9000 off eBay in 2003. That’s about $1,850 today. Non-driveable scrap is listed for that these days.
