As others have said, Dan Abnett's books are pretty good. The Eisenhorn Omnibus is a great science fiction book in it's own right, not just a good 40k book.

Maybe not as good as being sold outright, but if the deal doesn't go through they still get 3 billion and a good amount of spectrum. Not exactly chump change.

This is just a mild example of what happens with blind obedience to policy takes the place of common sense. Reminds me of the news story recently when a mother escaped from her ex who had kidnapper her and her child, found a pair of constables who refused to pursue the ex due to policy and the child ended up dead.

Absolutely. They could make it very much in the same vein as Buffy. So many mystical characters and storylines to tap into in the DC universe.
